What was Bracewell planning to do at the end?

If the Daleks built Bracewell, why on earth are they still that single suckered, single eyed pepper pot on wheels? Iconic shape you say, well yes they are and that is why they remain that shape. For example, bipedal daleks (not including that wierd squidman from EOTD) with the squishy tentacled brain/eye/mouth part residing in the torso for example would be compared to a terminator or a cyberman or a cylon. The Daleks need to retain their shape, but in truth they are not really ideal shape for the universal domination of other species hence there would be no need for robo-men or porcine/human mutations. Just an observation, not a request or a preference.

You are assuming that the Cabinet War Rooms in the world portrayed in Doctor Who are indentical to those that actually exist in this world.

By that logic, we have missed the destruction of Downing Street and the Clock Tower of the Houses of Parliament amongst many other events that have been shown on screen.

Because Daleks are perfect. At least, that's what they think. Only the Cult of Skaro were given the individuality to think outside that particular box.

Minor casing tweaks are fine, but anything more radical than that renders you un-Dalek and inferior.

That is actually a very good answer. Daleks decide that a hard top version of Davros' wheelchair was perfect for their needs and that is ingrained in their DNA. I do like that answer.

Davros created the mutant, created the tank, put the two together and told them they were perfect lifeforms, superior to all others. And that's the core of everything they are.

The Doctor mentioned that the memories had come from the mind of a real person. Presumably there was once a real Bracewell, who was killed and used as the template for the android.
