I'll answer this question with another question, followed by two interpretations.

Q: Why didn't Madame du Pompadour have a French accent?

A1: If the TARDIS can translate languages into English, logically it'd alter the perception of the mode of speech so that the English can be as coherent as possible. This would include accents. For example, Reinette speaking English in a French accent might not be as understandable.

A2 (My favourite answer) - Because the actor/actress is British, get over it!!!

Presumably due to the tardis thingy everyone sounds like they're speaking english even when they aren't. In which case, there's no call for him (or anyone else) to have an accent really.

It actually quite annoys me when in films people who are supposed to be speaking german or whatever to each other end up speaking english with a dodgy accent lol. It's unrealistic enough to have them speaking completely the wrong language IMO...

Besides, the Dutch accent is probably the worst in the world.

I would rather they sounded British then American! I remember many a film being ruined as it was obvious who did it or who the Evil mastermind really was due to the British actor being typecast as a villian

well I can't speak for other movies and shows but here in Doctor Who land...its pretty much a given for just about everyone to be British! lol

The best example of this-in which it was actually funny-was in 'Allo 'Allo, in which all the characters spoke English with exaggerated British, french or German accents-and pretended not to understand each other, because they were supposed to be speaking their own languages! I always thought that was quite clever.

The same reason we had a cockney stall holder in Pompeii, the Tardis seems to translate everyone who isn’t speaking English into speaking English with some sort of British accent. I assume the reason everyone in Manhattan spoke with American accents was because they were speaking English to begin with.

Having seen a lot of television over the years, I have prepared for my pending trip to Mexico by learning to speak English loudly and with an accent.

Kirk Douglas was brilliant as van Gogh even with his american accent. You could feel his anguish and pain so you never thought about his accent.Lets see first how he portrays Vincent because the accent thing might be irrelevant.
