Don't you mean Lorraine Heggessey the former BBC1 controller demanding that Doctor Who be made.

RTD was a success as Showrunner of Doctor Who (i did't enjoy it, but millions did!), But i think that Lorraine Heggessey's part in the return of Doctor Who should not be forgotten.
Anyway good news that Torchwood is back....
