Brass Eye, wasn't it?
(And I'm only four years older than Rhys! Teenagers love comedy. And twenty-year-olds.)

For what it's worth, the humour's more in the fact that it's playing with taboos and creating this grotesque personality that's completely at odds with anything anyone's seen of Rhys on-screen. Nobody's going "hahaha, AIDS." They're going "hahaha, Rhys is being a total bastard." It's fairly clever actually as it plays upon teenage stereotypes.
If you think anyone's saying AIDS is inherently funny you're completely missing the point. You'd have to be pretty evil to find AIDS funny. More sophisticated to be able to step back and laugh at the deconstruction of something horrible and the contrast of a fairly unassuming and slightly timid lad being imbued with these absolutely vile traits.
