Actually, I would agree with your first point. Maybe they could offer some sort or rebate/incentive for those people who have bought a game on PSN but only if that game was bought whilst a member of PSN+ or maybe only if the game was on PSN+ within say 3 months of initial purchase.
In the case of fastest finger, you wouldn't expect to get a rebate on Wipeout HD since they have had 2 years of play already.
