It's not Mandela per se, but the BBC have a Christmas 'lock down' for technical work that is deemed 'risky' that starts about now and runs until Jan 2nd

Its not so much that its being exclused, but they don't want a serious technical failure to happen that would take down the SD channel when they have such major news stories to cover in the next 6 days. So in some ways, i can see why, but they already take a downscale from the Hd playout, so its not going to cause a SD failure by swapping the channels.

Even more importantly (for the BBC) Sky also have a two-week (or so) "lockdown" on EPG changes over Christmas and New Year. While swapping SD/HD BBC News MIGHT have been OK if done today they have obviously decided to leave it until January to be safer.
