complaints about local o2 store, who to contact?

have a major problem with a local o2 store with regards to them being a franchise store and their management making up their own rules, so looking to file complaints etc.

as of a government act of 2003, Ofcom dont regulate mobile phone retailers.

have contacted the o2 complaints review service, who else could i try to resolve the issue?

Without knowig the specifics only suggestion at this stage would be to try your local trading standards.
