I recall an article with an interview with Isla Traquair when she left Five after the 7pm show was axed. She said she had received a call from her producer after she left that the ratings had been going up towards to the end of it's run. Didn't go into any specifics, but if it was seeing improvement, maybe Five feel it is worth trying out again?
EDIT - I've found the article and the relevant quote was this "but my boss called me the following week to say I got the highest-rated viewing figures ever for the show, so I left on a real high". Thew changes were being planned back in January last year, so maybe the plug was pulled on Five News at 7 before a rating improvements started. Or maybe it was just a one-off ratings increase. Only way to know for sure will be if someone has some figures

One final thought on the change - there is probably going to be more scope for re-using reports from the 5pm bulletin in a straight forward Five News at 7pm compared to LFSF. So some potential cost savings could be had

If they show them at 10pm though, would it matter? C4 never seem to have a show starting at 11pm, neither do BBC1, 2 or ITV1. A 10.35 start for s how might even be benefical to Sky in attracting viewers from BBC1/ITV News at Ten
