Who do you actually pay for line rental?

They are the people who should be dealing with it. And only them. If Tiscali/TalkTalk take your hard earned for providing all your landline services, ie line rental, call charges and broadband then it is they who should be sorting this out. They should never tell you to go to BT.

if however you only pay call charges to Tiscali/TalkTalk and rent the line from BT then you may have to go to BT to change the number. But equally you should have a BT account for this. And quite likely some sort of monthly bill.

So next time you call Tiscali to ask them to change your number and they say "go to BT" you tell them to go forth and multiply.

It is their responsibility to deal with your request and theirs alone. As you say, you have no account with BT and hence no contract with them to provide any services. Tiscali may have dealings with BT but that is absolutely zip all to do with you.

If it requires BT (or more likely Openreach) to actually make the number change it ain't your problem. Tiscali and only Tiscali should be dealing with Openreach (in fact you can't as Openreach only deal with telecoms service providers never the end user anyway).

Next time the muppet on the end of the phone spins you this "go to BT" nonsense tell them that you want to escalate this to their line manager. Don't lose your rag, stay polite but firm. Tell them that you do not have any form of contract or account with BT only Tiscali. It is therefore Tiscali alone who have to deal with your request.

And ultimately you have the final sanction which is to move your business elsewhere.
