Yes, to all
outward appearances, which is probably why some people who haven't really thought through the whole 'alien' thing happily accept this nonsense. But in all other respects, humans and Time Lords are
not the same, not even remotely-we don't live for several centuries and have a completely alien ability to change our entire bodies, for a start. It could not work.
