That's very likely to be a DW series 7 tease or The Fades (another rooftop confrontation).
Moffat's at his most metaphoric and teasing at the beginning and end of DW episodes.
Notice the weeping angel in the graveyard scene creep closer in the first close-up on Watson and then disappear in the second.
There's also the possibility he could be referring to angel Lucifer who fell to earth cast out from Heaven.
