And also, the amount stations are payed to take the show is based on their audience I believe. As Heart is the most listened to commercial station in the country, I can see why they've chosen to take it. A lot of stations take the show as their audience isn't at it's peak between 4&7 on a Sunday and as a bonus, they are paid to have it on. Also the reason you mentioned about certain requirements for certain licenses.
Most of the music played on the Top 40 doesn't fit the playlist; for example that 'Crank It' song, and others that are hard rock or urban/rap, which for the average Heart listener, would be quite a turn off.
