If you're more bothered about the camera and only after a basic phone, I'd buy a seperate basic mobile and decent compact camera.

how can a decent/half decent dedicated stills camera, not be better than a phone
in the same way, a video camera will be better than a stills camera for video, and vice versa for stills.
most of it is down to the size of the glass in the optics, assuming a competent lens manufacturer.
