No it wouldn't. Most camera's are battery powered. Maybe the mounted ones are plugged in, but they probably have a battery back up as well.

Just because there's no live feed doesn't mean there's no cameras, they would always have a back up plan for stuff like this, probably just the aerial or something that helps it transmit to the live feed rather than a powercut.
