I think that they are the bottles which manufacturers supply to retailers so they haven't actually been used at all. I have bought them before and they are just not in fancy packaging. For value I would pick them by choice especially if I already have a bottle with proper a stopper and packaging.
I always keep my perfume in some sort of box in a dark cupboard and have kept some for months after they have been opened (I even have one of the original Versace which is years old and I treat like gold dust)! I thought that exposure to air and light affected the quality,
