I wasn't suggesting for a moment that Alan Moore would have done it, my point was that judging by that interview, Andrew Cartmel seemed pretty keen to get him involved or at least be influenced by him. This leads me, perhaps mistakenly, to draw certain conclusions about the kind of audience Cartmel was aiming at. How to sum it up... here's Cartmel himself:

“But one thing was Alan Moore had done this story about aquatic vampires for Swamp Thing, so when I was knocking about looking for serviceable monsters for Who, that went into the mix.”

He also suggested to prospective script writers that they read "The Ballad of Halo Jones". I seem to recall that he tried to get a meeting with Alan Moore about writing for the series but I could be imagining that!

Further to Moore having "no interest" in the series - and my dodgy memory - Cartmel has said that he spoke to him on the phone but he was too busy at the time to work on the series. Also, Moore's daughter's wrote for the IDW comics recently.
