If singing in tune is not part of the criteria for being a perfectly able singer, then so is everybody I know in the whole world. They can all open their mouths and make a noise, most of them not in tune. Cheryl can also open her mouth and make a noise. It is also not in tune.
If she sang challenging songs then it wouldn't be so bad. For example, Rihanna is not a very good live singer, but the ones she sings badly are ones that are out of her capability zone, and are relatively challenging (e.g Russian Roulette). She is fine at bog standard pop songs.
Cheryl, however, cannot sing PARACHUTE. How can you be a singer and not be able to sing a song as easy as Parachute? It is repeating a few words again and again in like one key!
