I'm fairly sure they are the Radio Times plans.

It's all a bit pointless now that the Dalek design has changed

Yes they are indeed the blueprints as published in the Radio Times special ( I still have mine) but be warned they were very inaccurate and indeed the plans for the base section were wrong and anyone attempting to build one had to change the sizes, angles ete.

So that explains the look of the new daleks! They didn't realise the blueprints were faulty.

Spoiler
Maybe not ....... extract taken from the newly published 'The Brilliant Book of Doctor Who', Moffat says:

"The fact is, we're not going to lose the old Daleks [design]. We're keeping them. They're coming back. We'll just use them all at once, and have different ranks. All I've done is give the Daleks an officer class"

Something of a back-track, but I'm not complaining seeing as the new design is utter gash.

There's a very large thread on this on the Gallifrey Base messageboard.

Do you think S.M. has listened to fans and others, complaints about the new design ?

Impossible to say I'm afraid. I doubt if we'll know the 'truth' for many years ..........
