Iphone4 voicemail set up.

can anyone help.
when i goto set up my voice mail, you put in password twice and record a message and it saves and seems simple.
but when I close everything down the voicemail keeps coming back that it needs setting up??

why does this keep happening.
does it mean I can just never close down the phone icon.
cause I just close stuff down out of habit.

im confused to why it doesnt appear to be saving like it says it is.
