I think Bigears is right. As contestants leave - particularly those with potential / that are already good, the public could put more backing in the other reasonable dancers.
(If) Once we lose a good dancer, such as Matt, Kara, Jimi, Pamela or Scott, I imagine their fanbases will either give up completely, or they'll switch their votes to a fellow stronger dancer, very much in the hope of cancelling out the votes for Ann.
Neon_Toaster, as has been proved the hundred other times before with the debate, not everybody looks for "entertainment" in characters like Ann that can't dance, but are amusing. There are many people that find good dancers, that can give us a reasonable performance, and have fun with it, more fitting with their suitability to an "entertaner".
I don't think Ann will win it, but I'm not ruling out the possibility. We've yet to have a (reasonable) bad dancer win the competition. Even Chris last year. He may not have been the best dancer of even the final 3, but he wasn't a terrible dancer.
Whilst I don't have a favourite (I'm loving quite a few this series), Matt, IMO, ticks the boxes I'd like for a winner. He's a great performer, capable of pulling off a reasonable dance, and seems a genuinely nice guy that's enjoying the experience. Likewise Pamela. Unfortunately, because both have peaked so early and are (more often than not) praised by the judges, the pubic turn against them.

The only reason she's (possibly) deemed more enthusiastic than others, and has a "good sense of hunour" is because she's the "entertainment factor" of the series. Kara, Matt, Pamela, Scott, Jimi (and everyone else for that matter) all seem to be enjoying themselves and aren't coming across any worse or better than Ann.
I don't think she'll get anywhere near the final, either. (She may well do. I've accepted that. It's what happens.) I think, at the most, she'll finish 6th/7th. We
may lose a potential winner or two before then, but since there can only be two (or three?) in the final anyway, which order 7th/6th/5th/4th finish doesn't matter. What matters is they'll be gone, and there's nothing we could do, except hope the final two (or, dare I say it, the winner!) are/is reasonable enough a dancer.
Personally, if Ann does win, then I'll accept it, knowing that the public voted for somebody they found entertaining (even if I did or not) to win what they class as an entertainment show.
