Not really. Apple are also in the business of selling music and so have contracts with all the major studios. If those studios are pissed off with Apple for extending the period of song previews from 30 seconds to 90 seconds on the iTunes store, you can bet your life they pit there foot down when Apple said they were making a phone. With the music industry failin to make as much money as it wants to due to high piracy rates and other factors, they are going to try to take as many opportunities to make extra revenue as they can.
The fact is, you can make your own ringtones for free using the above suggested methods. Yes it's a bit of a faff from what you may have been able to do on your old phone (the manufacturers of which would not have the same music industry pressures put upon them that Apple probably has imposed) but it can be done and it can be done for free. Or you can pay for a ringtone from the iTunes store if you can't be bothered to spend 5 minutes doing it yourself.
The biggest issue I have is that you can't do the same for the message tone. Which result in pretty much everyone having the same tri tone notification and a room full of people all reaching for their phone when they here the notification tone. Sure, you can do it if you jailbreak, but most of us don't want to do that and are happy to run the phone with the official iOS.
