TBH, I suppose it could be argued that Ferrari could use Fiorano whenever they want cos it is already there so, theoretically, there's no expense incurred by using it.
I always thought that the teams with a car manufacturer behind them would have an advantage when it comes to budget.
I mean, McLaren, Ferrari, Mercedes, Renault/Lotus, Caterham could, theoretically, spend millions developing, say, some fancy new brakes that are, allegedly, for a forthcoming road-car project and then, conveniently, hand the completed item over to their F1 team at no cost.
From what I've heard, however, it seems that most of the teams think that it's RBR who's fiddling their budget more than any other team.
Kinda makes me wonder how they're getting away with it.
I mean, it's not like Red Bull can spend money developing stuff for fizzy drinks and then hand it over to RBR as a "freebie".
