I think you are a bit too lenient on him. Lee didn't really have any idea how Sara had performed, and there was no need for him to say anything at all when she was already getting shouted at by a number of people. The "ganging up" aspect of it is what I think pushed it across the line into bullying. Lee didn't initiate it, but he joined in.
Only Sara, Raef and Lucinda came out of that with much honour. Claire salvaged a little by trying to deflect the blame from Sara (she did blame her in the boardroom, but I think that was just a tactic; I think she assumed Kevin would bring Jenny Celery in, as he obviously should have, and wanted to influence him to bring Sara in and not her. Her ploy failed because Kevin was too clueless to read the hints Sugar had given or to know who'd really done badly).
