That report on adapting Science Fiction stories for the BBC from 1962 makes interesting reading.

One bit is amusing, when talking about one author they say

Doctor Who was at one time conceived as an Educational Programme - hence episodes about Marco Polo. It was only with the success of the Daleks and other monsters that the programme became a Science Fiction drama.

I'm not sure that you're correct on that: it was conceived as a Science Fiction (for want of a better phrase) Drama that was supposed to concentrate on Historical and Educational subjects..."no bug-eyed monsters" and given the likes of "Vincent and the Doctor" I'd say DW was still living up to it's original remit.
