No - I don't think you're a dog!
Some people have naturally high, squeaky (as we say in the trade!!) or grating voices.
There are 2 main reasons for this - (scuse the lecture) - it's a bit complicated but the vocal 'folds' (2 muscular flaps which vibrate together to make sound) sometimes don't touch properly, either because of little lumps, or the breath is too weak or some other physical reason
The main factor in Kayla I think though is the way she uses her resonators - that's mouth, throat, chest etc
She uses her top resonators (mouth, throat) without any chest sounds. In her case that little child's voice has always prompted people to please her or look after her, so she's kind of never grown up to use her resonators in an adult way.
That's very over simplified and I'm a bit rusty now but that kind of sums it up!
