According to the report "The driver made an extremely provocative, sexist and insulting comment" so if she called him a <xxx> arsehole, that could be interpreted as racial abuse even though the <xxx> is factually correct but irrelevant.

F**king - fair enough, we all swear at people when angry
dirty - an absolute reference to him and his race being unclean, filthy, scummy etc
p*ki - entirely derogitory and much like n*gger which ever way you look at it. Only acceptable if used by pakistanis when describing themselves in an ironic way.
