Not true! All apple devices are sent from China to a small company in Dublin without software being loaded on them, this is for the EU market. All devices are pretty much worthless until the software is loaded on them (can you imagine if a whole container of iphones/ipads/itouch went missing in transit!). Also Apple keep manufacturing of the product and software separate, otherwise the CN market will be flooded with "real" fakes

The company in Dublin then load the software and then distribute it in smaller consignments to retailers in europe. Therefore I can guarantee that new software is already on the EU market. It just depends on the amount of stock the retailer had before new consignments recieved from Ireland.
How do I know? Because I have seen the whole operation in action in Dublin.
