And it's not an offence to "use" drugs, it's an offence to possess or supply them. You can't prove possession without the actual substance as evidence so the police can't prove anything against Wagner. The tabloids source upon which you base your ridiculous outrage, has however admitted to being concerned in supply, an offence for which the Crown do not have to prove the existence of drugs and which has a maximum sentence of life imprisonment.
