As far as I know, they're two separate employers, with rights granted to use the BBC logo etc for the tour. Matt wouldn't have been announced as doing the tour unless he'd signed the contract, and the tour company are under no obligation to let him out of the contract, so if he does breach it it's going to cost him a lot, which I doubt the BBC would be willing to pay.
The tour is not long this time, so I see no reason why his One Show commitments couldn't be put on hold for those few weeks and stand-ins used, just as is always the case when the presenters take holidays. That would be the obvious solution, but the BBC aren't famed for taking the obvious route....
I think the story about him getting the One Show job is probably true, but I don't believe he'd be allowed to or would drop the tour that quickly, so I won't believe that part of the story unless it's in several reliable sources.
