Its got to be the latter I'd have thought. I can't see them learning three new dances for the final for starters. Plus its traditional for them to repeat their favourite/best dance of the series if only to ensure one high quality performance.
Unfortunately one of the drawbacks of reducing the number of weeks the shows on for means the couples might not complete the full list of dances.
The shows on for 12 weeks (it was 14 last year) and there are 14 different dances (plus the show dance). There used to be 13 but last year with the extra couples they had the week with the Charleston and Rock 'n' Roll (and the Lindy Hop in the final). With the Charleston being so successful it was inevitable it stayed this year.
