I think it did.
It seems Sugar is looking to diversify and needs someone with 'creative spark' which he see's in Baggs and not in Locke. LS is looking for a certain skill set for a new venture I suspect. Baggs is unorthodox and can still be shaped, more so than Locke can in LS's view.
Not that difficult IMO.
