iTunes Library Management

I have recently started playing with iTunes. While I like the iTunes store, I have great difficulty with the apparent lack of controls for library management.

I have two folders (with many subfolders each), one local, one of a network server. The total makes my digital music library. As new music is added, or moved between the two, or removed entirely, I can't seem to get iTunes to automatically recognise the changes.

Is it just me, or is iTunes simply unable to rescan the libraries after they have been initially imported?
