Yes they do have those types of services in the US, but unfortunately the broadcasters couldn't care less about the people watching via these alternate methods. They only care about the viewers who are watching it live and are therefore watching the adverts, the adverts are the networks main source of income so when people record their shows and then skip the adverts the network doesn't see any benefit, so they don't count them as viewers. If you want a show to succeed then the network expects you to watch it live and suffer the ads.
The only time that this isn't the case is when it is a premium cable network like HBO or Showtime as they rely on subscriptions rather than advertising, so whether you watch it live or on demand, they will still count you as a viewer.
