So Capital is asking for a "Rhythmic" dance/club music based format to complete against a national Kiss which has a Rhythmic / Dance format, whereas BRMB and Clyde/Forth are "Contemporary and Chart-oriented" (CHR?).
This will allow Capital to play the same 100% "rhythmic" music across it's network.
Listeners who want more dedicated rock have XFM from Global on digital!.
Listeners who want more dedicated urban, reggae, RnB and hip hop can find it on digital platforms such as Global's Choice, The BBC's R1extra or local community stations (as in the Birmingham consultation, but strange Global are recommending the BBC output!).

Although formats now tend to be loose (it's quite hard to tie down what is ""rhythmic", so there is crossover with other "formats", presumably Global have confirmed with Orion and Bauer, Capital will go for a different market to BRMB and Clyde1/Forth1 so they will not oppose the consultation?
There is now more competition in the London FM/ national digital market between Capital and Kiss for the "Rhythmic" format, but presumably Bauer and Global have agreed to fight this out?
