The treatment of that complaint doesn't seem right - the (valid, from what I can see) complaint has nothing to do with a format change which hadn't been granted (or even applied for!) at the time of the complaint. The point of format changes is surely to do it before you change the format, not retrospectively.
Why do Ofcom even bother with these formats, when they're so widely ignored? Poor show.
