Is this rediffusion?
This is strange, outside I see the BT poll with wires going to homes, but at the back of out house and every other house in our area, is a wire (black) going from house to house and there's a panel (open to the weather) which the wires go into and out from at each house, is that rediffusion?

There's a lot of old Rediffusion cabling here, but the power cables are also strung house-to-house. Rediffusion cables are usually chimney-chimney or corner of house-corner of house. They typically are two wires twisted together... thicker than a BT phone cable but thinner than electric cables. One junction box served two houses.
