Can this download recordings to DVD via its USB?

Not directly, it can create a perfect copy of the original mpeg2 data though to create a perfect lossless copy requires a computer. DVD recorders can only work by recording the analogue outputs which means some quality loss because of the multiple mpegt2 digital to analogue conversion, analogue to digital and mpeg2 compression required.
