BB don't want the HM's to know there is an eviction tonight. So far they seem to have done a good job of bluffing and double bluffing.

At 10:30 one of the HM's will be called to the diary room and told they are being evicted. They will not have a chance to say goodbye, they will not be able to pack, they will not get their suitcase. Presumably either the other HM's will have to pack the case of the evicted person or they will not get their stuff back for 48 hours.

By returning the cases BB dispells any thoughts of eviction from the HMs minds. When the evictee leaves he/she won't need their case for a few hours and by then the party will be over and BB can request that the others bring that persons suitcase back to the storeroom
