Mobile phone providers and privacy, reverse lookup

I was looking at my mobile providers privacy policy on their website, which said.

We share information with members of the Deutsche Telekom group and the France Telecom group (our parent companies) and other companies with which we have a business relationship. If we have to send your details to countries without proper data protection laws, we remain responsible for keeping this information secure.
What I was wondering was, what do these other companies, with which they have a business relationship with, do with my name, address etc. Are they allowed to create a reverse number lookup service?

The information commissioner said that if Sony had lost its data in the UK, it could face a fine of half a million pounds. Would the mobile phone companies be allowed to sell my data for people to access, or would the act prohibit that?

I give my phone number out to people in day to day life, including strangers on dating sites, some of which have turned out to be a bit odd and would not like to think they could find out where I live from it, just so my provider, who I am paying via PAYG, can make some extra profits.

There seem to be online detective agencies that can find this information for a hundred quid or so. Do they get it from the phone companies, or just from sites where people have entered it, like Facebook with low security settings.

Their doesn't seem to be a way to register with a provider, even with PAYG, without having to enter your post code and give them your address.

Anyone here know anything about this, what happens with the data, does the law protect the consumers details, is it possible to buy a phone and only divulge your name and e-mail address?
