It's a series 5 quote, so yes it is a Smith line. He delivers it whilst tossing his sonic screwdriver from one hand to the other explaining how the Romans can be from Amy's room and I can't quite remember if that was The Pandorica Opens or The Big Bang now. But that's close enough for you to work it out.
