I think Dracula got a straight to series order because its was an international co-production. The Michael J Fox Show was a straight to series order because they were so confident it would be a success with Michael J Fox as the lead, it also secured them Michael J Fox himself, which may have been more difficult if they were initially only offering a pilot. Not sure about Crossbones.
So there is usually some reason behind it other than assuming it will be a success, but I do admit it seems a bit of a jinxed model.
