Well, my advice is to believe a researcher not a channel head.
Otherwise, again shock horror....head of channel thinks their ratings should be higher....pretty much think we would get that response from every channel head to be honest. If Danielle has a problem why isn't she speaking to the BBC Research team who commission BARB, am guessing she has and they've told her it's fine and that there is a whole lot of difference between penetration and actual audience. Sony TV in theory has the potential to reach 28m viewers who have a digital satellite platform yet only manage to achieve less than 100k reach a day!! Clearly it must be wrong!
I cant tell you the penetration of the HD split because BARB does not break it down that way in the published files. BARB do measure, control and weight accordingly though and so do represent HD homes correctly (their panel design and penetration is pain stakingly assessed by stakeholders so don't be under any illusions that it's just allowed to not be representative).
I'm still struggling to understand your (and Danniele's) logic, people have it so people will watch it? Ever thought the fact it sits on a shocking EPG and its programme scheduling might have something to do with it? What do I know?
