With Haichi coming a close second I think.

Digby, the Biggest Dog in the World - Looks dated but is still good.
Hotel for Dogs - I really enjoyed and had the feel of a Disney movie.
Turner and Hooch - Is worth a watch and is better than K9 starring Jim Belushi.
Beverley Hills Chiuahua - Sickly cute but I really enjoyed it. I still haven't checked out the sequel.

Marley and Me is the saddest film I have ever seen Any time I watch it, it never fails to have me crying hysterically. Think its because I am such a massive dog lover and reminds me of old dogs I have had and no longer with me. I always say a won't watch it again, But always do. The book is also just as sad.

I have also always loved the First and original Air bud not the ones that come out now.

All time upbeat dog film is 101 Dalmatians

Wendy and Lucy

Saw this a few days ago on Film4, so it might get repeated. It stars Michelle Williams, who was in the recent Blue Valentine, playing a homeless woman who loses her dog and is desperate to find it again. It might not be everybody's cup of tea, but I did feel it a worthy drama that was well acted by Williams.

Ignoring the dodgy cgi effects at the end, the Japanese film Quill is adorable.
