I think the mags are to be free of charge, like Metro and Evening Standard, and the objective is to be attractive to advertisers. But yeah the input costs would be key to determining the feasibility of the mags and winning the task.
I think another thing that has to be taken into account regarding the lads mag is how many men would actually want to be seen reading it on the tube, in cafes ect. Some men may want to take it home to "read", but I doubt many men would want to be seen picking up these kind of mags and reading it on their commute, as they do with Metro and Evening Standard. I certainly wouldn't.
