You would think on his record of losses maybe yes.
Although if he does a stormer next task then he's back in the game. I'm slightly running out of patience with Tom and this wait for him to really come to the fore. He didn't impress me as PM last week and every week before that I have been desperate for him to not just have a few good ideas here and there but perform solidly from start to finish of a tas which I'm not quite sure he done yet (like say Helen has).
