How come sometimes if a programme starts at 8 O'Clock and I start recording it at 8:20, my Sky + records the programme from 8 O'Clock, and sometimes it records the programme from 8:20 ??

If you've had the channel continually selected since 8:00 it'll record from then, if you've just turned over then it'll record from when you turned over.

For it to record from the start of a channel you haven't been watching it would need to be psychic.

True - depending on what time you have set your box for rewinding live TV. - eg: programme startes at 8:00 and you have your box set to allow up to 30mins live rewind. If at 8:40 you decide to record the programme it will actually record it from 8:10 as it includes the 30mins it has automatically stored in case you wanted to rewind live tv.

I think most Sky+ boxes are pre set to 60mins live rewind unless you change it but I could be wrong there.

It will probably already be set for that and the behaviour you describe indicates it has been - ie you press record and it records from the start of the programme as long as you've been watching it.

To confirm it's set just press rewind when you're watching a channel and it run backwards providing of course you've been on that channel a while.

I've never done it
It's in one of the set up menus - maybe the installers menu - I'd have to look when I get home from work.

I think the only time you would want to turn it off is if you start getting trouble with the hard disk in the box or if it was nearly full. What it does to allow you to rewind live tv is continually record and delete what you are watching so it always has 30mins (or whatever you set it for) saved on disk should you want to rewind. It is of course fully deleted and starts again whenever you switch channel.

I think there's an argument that if you never use the live rewind feature turn it off and stop the hard drive working needlessly.
