No - it's all controlled by OFCOM, who are worried that we might be corrupted by sight of too much female flesh.
It results in the strange situation whereby you can click between, say, movies4men where you can see completely naked actresses fully frontal and the chatline stations where the girls have to keep the bikini line hidden from the cameras...
However as long as people are prepared to pay to talk to the girls, and as long as OFCOM retains the stance it does then nothing much will happen, except that some stations will push the boundaries slightly until OFCOM threaten to close them down, then the stations will go back to how they are now, and wait a few months to push the boundaries again.
