The top and front of the hair is done using Finger Wave technique and the rest of hair are curls. Its a technique learnt by hairdressers which usually needs about three pairs of hands! Its not as easy to do as people think, that image you posted is the perfect version of it, you can use pincurls or even simple pins to create the look but you need to practice to get it right and clean and use some gel to help it set, good luck.

The front is finger waves and the back are pin curls. The pin curls are a doddle (after you watch a few tutorials) and are great generally for long maintenance curls. I like Lisa Freemont Street http://www.youtube.com/watch?v=5QmIQlK-HYA . You can either do the curls on wet hair or dry hair, I always do mine on dry hair as I'm not too fussed about too much structure.

The finger waves will be harder to recreate. It's something that I want to do actually, but I don't really want the heavy gel laden down hair as my hair is too fine for that. I would rather create it with soft curls, more old hollywood glamour. You could alternatively buy a waver to create the waves at the front.
