I emailed STV about this a couple of weeks ago, asking if they would follow in BBC Scotland's footsteps. This was the reply:

The new programme will be pan-Scottish, with opt-outs for the local news headlines. I wonder if it will be fully-local (i.e: Aberdeen, Dundee, Edinburgh and Glasgow) or regional (i.e: North, Edinburgh and Glasgow)...
