A retina screen is a term without a real definition.
I suppose the best idea of it is a screen which appears perfect at the normal distance held from the eye. As such, a larger screen held the same distance would need to have the same pixels-per-inch, so if the retina display on a 3.5" iPhone is 960x640, a 10" iPad would need to be about 2560x1600 if held at a similar distance.
I can't see an iPad coming with a 2560x1600 or similar display for £39 any time in the forseeable future. Or even at £399 if that is what you meant.
